About the KwaZulu-Natal Gaming and Betting Board (KZNGBB)

The KwaZulu-Natal Gaming and Betting Board is the provincial authority responsible for regulating and controlling all gambling and betting activities in KwaZulu-Natal. It is a Schedule 3C public entity under the Public Finance Management Act, with its mandate set out in the KwaZulu-Natal Gaming and Betting Act of 2010.

The Board regulates the operations of casinos, bingo operators, route operators, site operators, bookmaking businesses, totalisators, racecourse operators and holders of certificates of suitability in the province.

KwaZulu-Natal Gaming and Betting Board (KZNGBB) Function

The KZNGBB licenses qualified entities and individuals to conduct gambling and betting activities in KwaZulu-Natal. It monitors compliance with licence conditions, enforces applicable legislation, collects gambling taxes and levies on behalf of the provincial government and advises on matters relating to the gambling industry in the province.

The Board also has a mandate to promote transformation within the gambling and horse racing industries, including increasing ownership and participation by historically disadvantaged persons.

The KZNGBB licenses and regulates bookmaking businesses operating in KwaZulu-Natal. Licensed bookmakers are subject to ongoing monitoring and compliance evaluations by the Board. In 2024, the KZNGBB issued a public notice inviting applications for online bookmaking rights, signalling active regulation of online betting within the province.

The KZNGBB issues licences across several categories.

  • Casino licences cover the five casino operations in the province.
  • Bingo licences cover eight bingo operations in KwaZulu-Natal.

  • Limited Payout Machines (LPM) licences cover route operators and site operators (Type A) for limited payout gaming machines.
  • Certificates of suitability are issued to entities and individuals required to meet the Board’s standards for participation in the industry.

Licence applications are only accepted when the Board issues a public notice inviting applications.

The KZNGBB has a dedicated monitoring and compliance division that supports the Board’s regulatory mandate. Its activities include evaluating gaming machine and equipment compliance with standards, assessing security and surveillance systems, reviewing gaming procedures and internal controls, evaluating premises, and monitoring licensed operators for ongoing compliance with their licence conditions.

The division also assists with investigations into improper conduct by licensed persons and reports of illegal gambling in the province.

The KZNGBB is responsible for ensuring compliance with the Financial Intelligence Centre Act within the KwaZulu-Natal gambling industry. This includes conducting FICA audits on licensed operators, investigating non-compliance and issuing offence notices where necessary.

The Board monitors socio-economic development within the industry, including job creation, B-BBEE compliance and corporate social investment by licensees.
