The KwaZulu-Natal Economic Regulatory Authority is the provincial body responsible for regulating the gambling and liquor industries in KwaZulu-Natal. It was established in June 2024 by merging the formerly separate KwaZulu-Natal Gaming and Betting Board (KZNGBB) and the KwaZulu-Natal Liquor Authority into a single regulatory entity.

The KZNERA’s primary purpose is to effect the governance and regulation of the gaming, horse racing, betting and liquor industries in the province. All powers, functions and duties of the former KZNGBB and KZN Liquor Authority have been transferred to the KZNERA.

The KZNERA enforces the KwaZulu-Natal Gaming and Betting Act No. 8 of 2010 and the KwaZulu-Natal Liquor Licensing Act No. 6 of 2010. It oversees the licensing of gambling operators and liquor traders, monitors compliance with licence conditions, conducts enforcement operations against illegal gambling and illicit liquor outlets, and promotes economic transformation within both industries.

Bookmakers operating in KwaZulu-Natal are licensed and regulated by the KZNERA, which inherited this function from the former KZNGBB. The Authority monitors licensed betting operators for ongoing compliance and regulates new technologies such as self-vending betting terminals within the province.

The KZNERA manages the application and renewal processes for both gambling and liquor licences in KwaZulu-Natal.

  • Liquor licences cover liquor traders and related establishments across KwaZulu-Natal.

The KZNERA conducts operations to shut down illegal gambling outlets and confiscate unregistered gambling machines. It also targets illicit liquor operations, including counterfeit alcohol. Members of the public can report illegal gambling through the channels previously established by the KZNGBB, including the tip-off line on 080 112 2568.

The KZNERA South Africa promotes economic empowerment within both the gambling and liquor industries. This includes promoting entry for new participants, diversifying ownership with a focus on Black Industrialists, supporting rural liquor micro-manufacturing and creating employment opportunities through the regulation of new gambling technologies.

The Authority inherited the Horse Racing and Betting Transformation Fund, established under the KwaZulu-Natal Gaming and Betting Act, which promotes opportunities for historically disadvantaged persons in the horse racing and betting industries.

The KZNERA leads public awareness campaigns against underage drinking and gambling, alcohol-related violence and gender-based violence. It conducts responsible consumption activations during high-risk periods and provides skills training to underprivileged youth to address the socio-economic causes of substance abuse.
